A native of Alexandria, Louisiana, Dr. Elkins received his undergraduate degree and graduated summa cum laude from Louisiana College in Pineville. He earned his medical degree from Louisiana State University School of Medicine in New Orleans and completed his residency training at LSU Family Medicine Residency in Alexandria.

During medical school, Dr. Elkins was awarded the Dr. Gerald R. Gehringer Award for Outstanding Student in Family Medicine. During his residency, he was awarded Outstanding 2nd- and 3rd-Year Awards and named chief resident during his 3rd year. He is board certified by the American Board of Family Medicine.
